In June 1997,
Columbia Gas Transmission Corporation awarded a contract to Gray
& Pape to provide the cultural resource management services
associated with the proposed Millennium Pipeline Project. The project
was defined as about 422 miles long, begins in Canada, crossing
Lake Erie, and through the Southern Tier counties of New
York, ending in Westchester County.
To date, Gray & Pape has
coupled CRM surveys for all but a few outstanding properties.
This includes about 50 miles of underwater survey, 300 access roads,
and 56 off-line work areas. As construction begins, Gray & Pape is
mobilized to provide rapid turn-around investigations for frequent
adjustments to the project footprint (315 requests to date).
From the beginning,
the Millennium Project has involved a unique approach to all parts
of the project design. Project partners opted to approach the actual
delineation of the project centerline and construction work area
using multidisciplinary teams supported by GPS technology. Field

Survey
teams included cultural resources, civil survey, construction, and
environmental representatives. Field data and subsequent alignment
revisions have been tracked through a comprehensive project GIS. During the first field season (August
through October 1997), CRM survey involved 12 "footprint"
teams, 8 archaeological survey teams, and 3 architectural historian
teams for a total complement of some 75 persons.
All Millenium
fieldwork follows guidelines set forth in work plans approved
by both the New York and Pennsylvania State Historic Preservation
Offices. As we have progressed through Phase
III site investigations, each season's work has been reported in
documents submitted to both the SHPO offices and the Federal Energy
Regulatory Commission. All reports have been submitted on deadline
and have been accepted without revision by the permitting agencies.
